Bank of America recently announced they were going to begin offering credit cards to individuals without social security numbers (aka illegal aliens).

B of A is playing a dangerous game, not just because of the obvious public relations disaster but because of the significant regulatory risks they, and all other banks face in today's environment. Banks are required to "know their customers". This is a federal requirement that helps find unlawful activity including drug trafficking and terrorism. By selling out, B of A not only has chased an easy dollar, but they have put themselves and their shareholders at financial risk.
